of a more intentional economic conversation for Cebu.

CEF 1.0 created a shared space for leaders

continues to guide the Forum today:

Navigating the Economic Crossroads

CEF 2.0 placed Cebu in the middle of a rapidly

changing global economy.

The Forum examined how shifts in United States tariff policy,

international trade, supply chains, and market conditions

could affect Philippine businesses and Cebu’s economic future. More importantly, it challenged leaders to move

beyond simply reacting to global uncertainty. CEF 2.0 asked:

How will international trade shifts affect Cebu industries?

Where are the risks for local enterprises?

Which opportunities can Cebu capture before others do?

How can business and government respond with greater speed, clarity, and confidence?

Its message was clear: In a volatile world, informed action becomes a competitive advantage.

CEF 3.0 marked a major evolution in the Forum’s journey.

It expanded the discussion from economic analysis to

a more ambitious province-wide agenda for resilience, competitiveness, inclusion, and investment readiness.

The Forum brought together leaders from government,

business, civil society, academe, and development

institutions to address Cebu’s most urgent realities:

• Inflation and changing consumer behavior

• Infrastructure gaps and urban congestion

• Climate resilience and sustainable growth

• Investor confidence and business competitiveness

The need to strengthen Cebu’s local industries CEF 3.0

reinforced a defining idea:
